Internasjonale aktører

For å kunne følge med på havets tilstand og hvordan verden gjør bruk av og tar vare på havet trengs en viss oversikt over ulike internasjonale aktører som overvåker havet og utarbeider faktagrunnlag.

Forskning og overvåking – FN

The Global Ocean Observing System (GOOS) «is a programme executed by the Intergovernmental Oceanographic Commission (IOC) of the UNESCO, but its success relies on the coordinated contributions of several people and organizations worldwide.

The GOOS governance model is divided in three tiers: a multinational Steering Committee to provide oversight, scientific Expert Panels to guide system requirements, and Observation Coordination Groups that implement global unified network execution. The GOOS Project Office facilitates the collaboration between these different governance bodies.»

FNs bærekraftsmål nr. 14 omhandler havet som sier » Conserve and sustainably use the oceans, seas and marine resources for sustainable development 18.»

FNs miljøprogram UNEP «promote the protection and sustainable management of the world’s marine and coastal environments.»

UN Atlas of the oceans gir en god fire-delt oversikt; bruk av havet; utfordringer; naturfaglige fakta og geografi.

Det internasjonale klimapanelet (IPCC) er «the UN body for assessing the science related to climate change. It was established by the United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) in 1988 to provide political leaders with periodic scientific assessments concerning climate change, its implications and risks, as well as to put forward adaptation and mitigation strategies. It has 195 member states.»

Fastvanns-rapport

IPCC publiserer omfattende rapporter hvert 6-7 år og neste rapport ventes i 2022. Den 5. rapporten ble lagt frem i 2014. IPCC forbereder for tiden en rapport om vann i fast form – kryosfæren som etter planen er klar i september 2019.

Avhengig av staters og giveres vilje

FN er ikke sterkere enn medlemslandenes vilje til politikkutvikling, regionale og globale avtaler og ikke minst finansiering. FNs arbeid og rapporter er for de aller fleste beslutningstakere og borgere det viktigste referansepunktet og faktagrunnlaget for å bestemme hvilke endringer som kreves.

FN er en politisk organisasjon og utfordres av flere kritikere som tungrodd, byråkratisk og dyr i drift. Derfor er det nødvendig at også andre uavhengige institusjoner driver forskning og overvåking for å inspirere til handling og løsningsforslag.

Forskning og overvåking – andre aktører

European Geosciences Union (EGU), «is Europe’s premier geosciences union, dedicated to the pursuit of excellence in the Earth, planetary, and space sciences for the benefit of humanity, worldwide. It was established in September 2002 as a merger of the European Geophysical Society (EGS) and the European Union of Geosciences (EUG), and has headquarters in Munich, Germany.»

EGU utgir en rekke publikasjoner der Earth System Dynamics særlig studerer hav- og klimaspørsmål.

Oceans Deeply Oceans Deeply is an independent digital media project dedicated to covering ocean health. Our team, a mix of journalists and technologists, aims to build a better experience of the story by providing news and analysis in an easily accessible platform. Oceans Deeply is a part of News Deeply, a new media startup and social enterprise based in New York.

Sustainia «is an international sustainability think tank and consultancy working to accelerate action towards a sustainable future.» Sammen med DNV GL og UN Global Compact er Global Opportunity Explorer en felles plattform «created on the conviction that the SDGs offer a myriad of business opportunities with great value to companies, society and the environment.»

The Atmosphere and Ocean Research Institute, Japan (AORI) «was established in the University of Tokyo by a merger of the Ocean Research Institute and the Center Of Climate System Research in 2010. The institute has endeavored to support and manage cooperative scientific research using research vessels as well as its other facilities.»

Amerikanske NOAA «is responsible for hosting and providing access to one of the most significant archives on Earth, with comprehensive oceanic, atmospheric, and geophysical data. From the depths of the ocean to the surface of the sun and from million-year-old sediment records to near real-time satellite images, NCEI is the Nation’s leading authority for environmental information.»

Massachusetts Institute of Technology (MIT) Joint Program on the Science and Policy of Global Change: Combining scientific research with policy analysis to inform decision-making on global environmental Challenges.

University of Otago, New Zealand ble av det britiske magasinet Times Higher Education rangert som det beste innen oseanografi i 2011.

Atlantic Ocean Research Alliance er en allianse mellom Canada, EU og USA «to advance the shared vision of an Atlantic Ocean that is healthy, resilient, safe, productive, understood and treasured so as to promote the well-being, prosperity and security of the present and future generations.» Alliansen er basert på The Galway Statement.

SkyNews egen kampanje Ocean Rescue har regelmessig oppdaterte saker for et bedre hav.

For Arktis har Arctic Council en egen arbeidsgruppe, AMAP «providing reliable and sufficient information on the status of, and threats to, the Arctic environment, and providing scientific advice on actions to be taken».
